Matthias M. has recently released OpenHV, which is a game that uses OpenRA Engine and it is inspired on an old game called Hard Vacuum, which ended up not being released at all, except for its art graphics.
It is hard to say how much OpenHV differs from the original design ideas for Hard Vacuum since the original game was not released nor documented properly. However, OpenHV is playable and includes multiplayer and proper AI bots. Here's a screenshot:
